Key Outcomes - 2 April 2009

At its 2 April 2009 meeting the Victorian Skills Commission (VSC):
  • received a presentation from the Innoven arm of Goulburn Ovens Institute of TAFE on improving VET engagement with enterprises;
  • noted a progress report on major projects under the Skills Reform Program;
  • noted overall progress to date with implementation of ITAB-related skills reform initiatives and endorsed an approach to the implementation of a consolidated information service;
  • approved proposed content and structure of information derived from the labour market analysis for the Skills Victoria website;
  • approved an analysis of skill shortages to inform the management of the exemptions policy by training providers in 2009 and 2010, that provides RTOs with flexibility to respond to local circumstances where they will be asked to consider labour market disadvantage factors, including recently retrenched workers, indigenous people and people with disabilities;
  • noted the information provided on the 2009 Industry Skills Needs Reports submitted by Industry Training Advisory Bodies;
  • endorsed a proposed framework for developing a revised outcomes monitoring framework for the Victorian VET system; and proposed measures for a quarterly dashboard report;
  • noted the Acting Chair’s report on recent activities involving Skills Australia including an MoU under development between Skills Australia and the VSC;
  • noted arrangements for the 2009 Victorian Training Awards and nominated chairpersons for the 2009 Victorian Training Awards judging panels;
  • noted advice on a process to respond to the Inquiry into Skills Shortages in the Rail Industry;
  • noted advice on the VSC attendance at a forthcoming Legislative Council Inquiry into Departmental and Agency Performance and Operations; and
  • noted implications of the Report of the Review of Australian Higher Education (the Bradley Report).
