The Victorian Skills Commission (VSC) was established in July 2007 by the Education and Training Reform Act 2006. The VSC continues the work of the Victorian Learning and Employment Skills Commission (VLESC), which operated between 2001 and 2007 under the Vocational Education and Training Act 1990.

The VSC delegates many of its functions and powers to Skills Victoria, (formerly operating as the Office of Training and Tertiary Education or OTTE) within the Department of Innovation, Industry and Regional Development.
All contracts, accounts and certificates are issued by Skills Victoria under delegation from the VSC.
